This was the problem. I needed a license file for AutoCAD in addition to
the license file for AutoCAD Map. No where in the documentation did I see
any reference to this. The person I called at AutoDesk to get the
authorization code didn't mention it. And my vendor didn't know about it.
I spent a lot of time running in circles that could have been avoided if
this was mentioned in the installation manual or somewhere online.

Thank you to everyone who responded especially Yves and Primary. You were
right on the money.
