The plot, options and page setup dialogs usually exhibit this problem when
the machine has some network resource (mapped drive or plotter) that points
to a location that either doesn't exist anymore, or can't be reached.
I have also seen it happen if you have a PC3 file that uses a system device,
and then you re-create that system device using a different driver, or if
that system device no longer exists.
