ACA 2013 fails to load content service

I loaded stand alone version of ACA 2013 on Windows 7 machine and during installation I recieved a message "Content Service Installer" failed error 2738. Rest of installation proceeded fine, but now when I try to use the content browser, nothing shows up. I have no anti-virus running. I already tried a complete uninstall, including folders and registry keys, and same thing happens on reinstall. I am at my wits end! I've attached the content service log for your perusal. Any help would be greatly appreciated!

Read the Epilogue section of this blog post:
You can also search for this in the setup.ini file:
#==================== ContentService
Then change:
EXE_PATH=%platform%\Tools\snap\ContentService.msi
to
EXE_PATH=echo
This will basically not install Content Service.
