Random un-displayed objects in theme

I have a layer of parcels linked to a secondary database table in which I am
showing a theme of the parcels based on a zoning code.
Randomly, some parcels do not display. Refreshing the display will correctly
fill some that weren't filled before and others will be empty.
Any clues as to what might be wrong?

Is the parcel layer driven by an SDF? If yes, does the key you used when you created the SDF exist in the secondary table? What format is your secondary table? Access, DBF, SQL Server? It sounds like the key in the SDF isn't matching up with the key in the secondary table. Another problem might be 'zero length' or 'null strings' for the key in the secondary table. Just some things to think about.

Yes it's an SDF and the secondary table is in
Access. All ID's are present and accounted for. Tables are indexed properly and
all tables in the database are native to the database (not linked).

I understand what you are describing but that isn't
it because the same parcel will be filled as it is supposed to be and after
a refresh or pan or zoom or whatever to change the display.. the previously
filled parcel will be blank. It seems like a memory or time-out issue but I
can't necessarily pin it to that.

Are you running 2008? If not, this problem is fixed in 2009.
