Layer Activation through query

Can a particular layer be activated by passing a particular url query parameter? We have a site, but depending on the link we have set, we would like a specific layer to activate when we open up the site. Of course right now, it depends on how you save the MWF out and which layer is active at the time. Any way to control this through another means?

I deal with this by making my map surround page dynamic. That way when
the page is launched, if a particular URL parameter is passed, a special
JS function is called that performs setup for that layer (or set of
layers). Check out the difference between these links:
