Custom buffer

Hello
I am relitivley new to mapguide development and I am looking for some help/ideas on creating a custom buffer tool.
In the end, I am trying to acheive the following functionallity.
1.User searches there property form addres layer and selects it (allready functional)
2.User clicks custom buffer tool button which does the following:
a) creates a 1 km buffer around users civic address
b) selects all points (different layer) within the buffer
i.if there are fewer then 5 selected items within 1km buffer: create a 5km buffer and select all within
ii. if there are fewer then 5 selected items within 5km buffer: create a 10km buffer and select all within
iii. If there is still less then 5 selected items return message stating not enough samples
c) once 5 or more items have been selected, pass ID (table field) in the form of a url with all matching ID'S attached to the end.
ex. www.url.com/index.php?ID=24311,74399,15524,98362,12345
