With MapGuide R6, you can use the Dynamic Authoring Toolkit to add/change/delete reports to a MWF file. For more info on how to use Dynamic Authoring Toolkit, refer to Dynamic Authoring Toolkit Developer's Guide that's available online at http://www3.autodesk.com/adsk/item/0,,937397-123112,00.html#section8
The MapGuide Viewer API allows for calling an existing report (invoking a report request), but does not allows for creating & configuring a new report. As mentioned above- the Dynamic Authoring Toolkit would allow for that.
