If you have InfraWorks 360 and the Roads and Highways module, it's not too hard.

Step 1: Layout one side of the road:

Notice there is no horizontal curve at the two split points.

Step 2: Lay in the other half of the road:

Step 3: Create the "through" road and have the tools create intersections where it joins the other two roads:
