Currently this command is available within the Create Base Feature workflow. It will only operate on faces created within that one Base feature.

 

Also, it can be accessed in Do Not Capture Design History mode. Right click on the top node of the browser and pick Do Not Capture Design History. Warning: this will remove all parametric history from your model.

Looks like some of the videos could use updating to make this clear.
