I offset a plane, made a circle and was going to project the origin point onto the sketch but it wasn't visible in top view. Trying to project it failed, didn't recognize there was a point under the cursor.
Zooming out some caused a point at the origin to become visible but could not project it onto the sketch. Zooming out more caused the axis to become visible and I could project them but the origin planes were still not visible.
When I'm not zoomed out and the origin is not displayed, I can rotate the scene just slightly and the origin is becomes visible and projectable.

I tested this on a couple of new files... restarting Fusion didn't help. It is persistant.
Further testing I discovered that it depends on how far the sketch is above the origin.
The images show the effect on the origin as three sketches are turned off and on.

With only the lowest sketch visible, the origin displays properly:
