A couple of programmers looking for information

We are a pair of programmers looking to hire artists in the next few months for a project we are working on. We are pretty clueless when it comes to pricing (both hourly and per project amounts) and are throwing together a budget for the game. We were hoping to get some feedback on pricing and interest. Thank you for any help you can provide. The following is a basic list of assets needed for the game:

Player
----------------------
1 main character : 8 different directional animations for walking
1 weapon firing animation - Just a reactionary animation showing the player reacting to firing mini-gun
1 death animation (Minimum)
Note – player will always be holding the mini-gun so no models needed without weapon in hand

Enemies
----------------------
3 different enemies
1 walk animation each
1 attack animation each
1 death animation each
?possible spawn animation

Environment
----------------------
3 different levels
1 door (Maybe different doors for each level if different style or feel to each level)
Ramp and second floor area for 3rd level
Possible spawn animations (Breaking through walls, floor etc.)

Weapon
----------------------
1 mini-gun
Spin-up animation
Spin-down animation
Firing

Power-ups
----------------------
1 that we will recolor/texture appear different
Either no animation or a simple looping animation
Note – there will be 7-10 different power-ups may want slightly different models for each, but not necessary

HUD/Menu (2D assets)
----------------------
Basic Menu items (Sliders, Buttons, Etc.)
HUD (Health type bar, Icons for power-ups, Spot for song tag and time, Red overlay for intensity, and a few other basics)
