But it looks like it can be done in Smoke 2015 as well... almost...
When he talk about moving the UV & Vertex I don't get this in Smoke, only one moves and not both... so I can not isolate it like he does around the eye...
Any ideas ?
Seems like I can copy to UV, but when trying to track I only get two trackers, and not all selected with box selection... ??

What I did for the digital make up in Flame Premium is not possible in Smoke 2015 as you are not able to move the UVs.
There is another technique that can be performed using extended bicubics, diffuse map and expressions but its not as flexible as you saw.
Its more about localised warping but let me know if it interests you and I'll add it to my list.

This may be 1 way. Watch the first part of this tutorial. I think it'll work in Smoke.
