We haven't seen many issues with the installer. What was the problem that caused you to uninstall it originally?
From your message it sounds like you aren't seeing Flow Design on your system. Can you confirm that you don't have Flow Design available as a desktop shortcut and it doesn't appear in the start menu?
If there is an issue lingering from the old installation, this tool may be helpful:
http://support.microsoft.com/mats/program_install_and_uninstall/en-us
Please have a look in your registry
from command prompt type regedit
does this entry exist?
HKEY_CLASSES_ROOT\Installer\Products\D977C357462241020000F81F1C02BCE5
If it does and you don't have Flow design installed then the installer will think hey already installed cannpt install again.
if its there and you are sure its not installed you may need to try and rename this entry first (As I don't like to have items deleted just incase). Try a new name like OLDD977C357462241020000F81F1C02BCE5
Then try to the install process. Hopefully then it doesn't see that the install is there anymore.

If you look at the following areas in your registry
HKEY_CLASSES_ROOT\Installer\Products\D977C357463031020000F81F1C02BCE5
OR
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\{753C779D-2264-2014-0000-8FF1C120CB5E}
to open the registry tool from a command prompt type regedit
if these exist you will not be able to install again. If even of these exist I would try just renaming these entries to something like OLD_D977C357463031020000F81F1C02BCE5. This way you can change the entry back if needed.
Once these areas have been renamed try installation again. You should find that the installer now doesn't see any "Flow Design"
