CTB file doesn't seem to be enough to take care of line weights and colors.

I can't figure this out. Is there a new system variable that tells AutoCAD to pay attention to the plot style? I feel like I'm using AutoCAD for the first time when I have trouble like this.

When I PLOT the generic.ctb plot style used is missing and you didn't attach
it so we can't tell.
Are you referring to the plot or the plot preview?

You are correct, however, this problem was solved a long time ago. The problem that I was encountering was that SHADEMODE was set to something other than 2D wireframe in all the viewports.

Ah yes shademode.
I accidently changed a lisp file to set all viewports to that.
Had me going for a little while.
