trying to setup a block to have 3 scale sizes.. lg, med, sm.. do i have to duplicate the geometry three times to do that?? or should i be using a different parameter to control size.. my block also has a rotation parameter for some objects too.. does the rotation parameter have to be copied three times also??
No just make your geometry and rotation parameters visible in all three visibility states.

ok, so when i have visibility states active, i can change scaling of the geometry in one visibility state, and it won't mess up the geometry in another state? that's cool! confusing, but cool.. if that's right..
If the same geometry is visible in all states, then when you scale it in one state it will be scaled in all states. If you want the geometry to only be scaled per state you will need to copy it into each state and make a separate scale action for each state.
