I've seen things close to this, but not exactly what I need.
I have a line with shapes on each end like an aligned dimension.
I want to have a grip on each end to let the user put the ends where they want.
I tried a polar stretch pair, with two rotation pairs, but am lost.
The stretch is easy, but does not rotate the arrows to stay aligned to the line.
I don't actually have arrows, but most know the behavior of aligned dimensions.
I don't have extension lines though, like the dim would so ignore that part.

Some info in case someone else comes across this:
I did not use the Parameter Sets. They will not allow you to do what I did.
Use a Polar Parameter, Use a Polar Stretch for each end. There are two parts to a Polar Stretch: Items to Stretch and Items to Rotate.
For the Stretch place the Stretch Frame around one end, Choose the entities on that end to Stretch then hit enter. Now choose the entites to Rotate only; select what is inside the Stretch Frame (the same as what is chosen to Stretch) and then choose the Entitites at the other end to Rotate only.
Repeat for the other end.

yep, that is exactly what I found, you must place the param and action separately.
I tell you, I NEVER would have found that on my own.
I wonder if Adesk did it that way by accident.
Here is the block I did. Its for arrows on a boundary map.

Not sure about the whether it is an accident or not but if you Right Click the Polar Stretch Action and Polar Stretch Paramter Set (Properties) you will see that these are different Actions in each.
Try the attached; I added a Move Action to each end of the Parameter. .5 Multiplier.
Not sure if you will ever be able to get the Insert Grip to stay centered; too many things happening
