Can you set a scale factor for a scale action?

No, but if the situation permits, you can assign it to a chained linear parameter being stretched by another parameter at a different factor.

Yes, I think I tried what you are explaining, and it would not scale correctly. I got it to do what I want, minus a minor detail that we can work around. Thanks for your help.

yes you can add a lookup parameter and action to set predefined scale factors
