Probably really easy!Stretch Block

Sorry guys and Gals Need help!
Having such a thick day today!
I have a block that is principally the face of a stone panel where the supports anchors are in from the edge 20% of the width/height of the panel, ie a 1000 w x 500 h panel would have the anchors set in from the corners by 200 x 100 ! I need a dynamic block that I can resize and that will keep the anchors in that relationship, but wont scale up or down the size of the anchor.,
I've attached a dwg showing basic outline of what i need !

Any help would be greatly appreciated

Attached is A block that I think does what you want. It uses move actions chained to stretch actions to maintain the proportions that you requested. I hope this helps
