Dynamic scale bar not using visibility parameters

We are in the process of updating our title block. Currently we have a scale bar that uses visibility parameters to enable selection of one of the 23 different predefined scales. All it changes is the text above the scale bar (refer attached).

Our problem is that we want to introduce multiple visibility parameters but seeing that Acad doesn't support that we looked at the visibility + lookup workaround. This is really not an option for use considering that we are looking at 3 independent groups of objects that we want to have effective visibility states for and with 23 scales the number of visibility states that need defining for the lookups is enormous.

As such I am hoping there is way to acheive what we need with the scale bar that does not involve visibility states. Is there any way to use a lookup separate from visilibity states that allows the text components of the scale bar to be changed?
