D.B. Insert to Drawing Scale

I have created a north arrow dynamic block, that I would like to insert relative to the insertion point of the title callout. Is it possible to make my dynamic block insert at the relative drawing scale in the same manner that the title callout does? I would like it if the block will automatically insert at the appropriate scale so that my fellow ADT users will not have to scale it up/down.

using Tool Palettes, you can set the scale override based on Dimscale in the button's properties box.

This works, but the dimscale is not always the same as the drawing scale. The other option is to have the block come in per the plot scale... Does anyone know what this is? It appears NOT to be the drawing scale.
