Receiver of DWF can't view everything in file

Problem is that the client I sent an DWF file to could not see everything in
the the DWF I sent. They just loaded latest version of Design Review.

I published a "complete" (not an "express" "custom") DWF of an assembly
drawing with all checkboxes checked & password disabled.
On my computer the DWF showed everything in the Asy drawing -2 assemblies,
a drawing & multiple parts lsts & BOMs.

Any idea what went wrong? How to enable client to see all in the DWF?

Are you also viewing it in Design Review?

If there are layer's that are turned off or frozen at the time of convertion from .dwg to .dwf than they will not transfer over.

If you can post the Inventor file and resulting DWF, perhaps one of us could
take a look?

One thing you have to learn about Autodesk is they do not practice what they preach.  They want a paperless world, but in the next breath they don't want to give you full capabilities with the free .dwf viewer software.  They want you to buy, buy, buy.  I have mentioned this issue to them for 10 years and I have got no place.  I can't see anyone who has people in the field not being upset with this function.  I even asked them to put it so far back in the settings that only those that want this option to work will go through the trouble of finding it.  When the first .dwf viewer came out you could have all the layers on or off come across from .dwg to .dwf.  They like to hear what you have to say, but that's as far as it goes.
