Markup dimensions being scaled when viewed

We are having issues with mark up dimensions sometimes being scaled.

 

Workflow:

 

-A DWFx file is redlined (with markup dimensions of 5.40 & 10.07) and saved with a different file name.

-The redline is added to the Vault.

-Someone in the shop views the redline via the \AutodeskDM\webclient in IE 8.0 and sees redline dims of 2.70 & 5.03.  Note: When looking at the markups tab, it shows entries for Dimension: ~5.40 & ~10.07 even though the drawing view shows 2.70 & 5.03.

-In order for the correct lengths (5.40 & 10.07) to show, they have to click on each dimension.

 

If the redline DWFx file is opened or viewed directly from Vault Pro 2013, the dimensions shown are correct.  If the file is downloaded to the local machine and opened with Design Review 2013, the correct dimensions are shown (see attached).

 

What could be causing these discrepancies and how are they best fixed?
