For a reference, I too am running the Windows 7 RC, and I am also unable to open Design Review 2010. I understand that it's not supported at this point, but just wanted to corroborate what TrAnKaS said.
What other Autodesk apps do you have installed? I have "AutoCAD Inventor Professional" 2010 installed. I tried uninstalling it, then reinstalling it several times but to no avail.
