Windows 95 system resources problem with VVE

I am running VVE 2000-89 on a Compaq laptop (233MHz pent II w/ 160M
ram). I can open both DWF and DWG files. Opening a DWF file uses about
6% of the available resources. However, after reviewing different layers
in the file while documenting a 'methods of work' manual in MSWord, I
loose the contents of the 'layers' dialog box. Checking system resources
shows '0 % free'. Closing and reopening VVE restores the resources.
Any help?
