VV3 Install Error 1723

I get an error when I attempt to install VV3 on a Win98SE PC. I have updated the OS and copied the the CD files to HDD for install, but I still get an error message.
This is the message:
Error 1723. There is a problem with this windows installer package. A DLL required for this install to complete could not be run.
Any ideas?
