DWT files are DWG files with a T instead of a G. All you have to do is open
your template file in 2010, SAVEAS to R2006 format, then manually change the
G to a T in Windows Explorer. Or just open the saved down file in R2008 then
save to template.

Simple, while you wait to try and figure out why the converter will not
install.

I finally installed TrueView 2008 but I solved my problem by saving the drawing and opened it in 2008 then save as DWT.
