Did you choose the 64bit version for Download?

Similar situation, but not the same: having downloaded DWG TrueView 2017 x64 and trying to install in Windows 7 x64 Pro, the self extractor didn't start until I ran it from the Administrator account. After that, every machine's user could start TrueView from their account. By the way, in the self extracting process, pointing extraction to a full access users rights directory will help for sure.
