Converting files

I am trying to convert an v2011 .dwg file to a v2007 .dwg with DWG True View to open it in v2008. It seems to do the conversion but when I open it in v2008 I still get the message "This drawing was created with a newer version of Civil 3D. All entities created by civil 3D within the drawing are in a proxy state. Additionally, all commands, settings, and displays of Civil 3D are disabled for this drawing." Is it not actually converting or is this just a Civil 3D issue? If it doesn't convert the Civil 3D entities what is the difference in converting with DWG True View and just doing a "save as" to an earlier version.

Also why would it disable all of my Civil 3D commands so that I can't create any new v2008 Civil 3D entities?
