One of the sample applications that comes with the
DWF Toolkit developer SDK is called MergeFiles. The sample application
allows you to drag-and-drop files to be merged into one single DWF. The
sample application is intended for developers and is provided as C++ code, which
isn't what you want.
Luckily, Jeff Klug posted a built version of the
sample so you don't need to be a developer to use the MergeFiles program.

Just curious if anyone has a solution for
this. I don't own Volo View, so I don't know if that adds the
functionality I am looking for. I have seperate dwf files and want to
combine them into one file. In PDF you just drag and drop, I am hoping
there is a simular function.
