This might be wishful thinking, I want to convert my PDFs into DWF (since the load time for the DWFs is a quarter of that for the PDFs). Is there a utility/ program currently available?

Our AcroXchange converter will convert from PDF to
DWF and many other formats. It normally takes about one second per drawing.
Depending on the output format raster images in the PDF may or may not be
converted (some output formats do not support raster images).

Get the DWFwriter driver from Autodesk's site; install it; then print from
Acrobat using this driver.

You can get the Beta version of DWFwriter 2.0 by signing up for the beta at:
http://betaprograms.autodesk.com/betaweb.htm
I've been playing with the Beta 2 of DWFwriter 2.0 and it seems solid to me.
It also works with a lot more applications than DWFwriter 1.0 did.
