Correct.  You're trying to open a DWG, it's
    not a DWF.

Is there a free tool I can use to view the DWG file?

    Thanks!

You can use Volo View Express if it is not an
AutoCAD 2004 DWG file. If it is older, you can download Volo View Express from
    the Autodesk web site.

If the file was generated from a pre-AutoCAD 2004
version, then you should be able to use VoloView Express.  Not sure if it's
still on our website, you try a search though.
