DWF Writer 64-bit only works with user in domain admin group

Hallo forum,
I am trying to get the DWF writer 64-bit version running under windows 7 professional 64-bit. Everything seems to work fine as long as a domain administrator is logged in. Test files are created - paths can be chosen for where to save a file - etc.
But when a "normal" user is logged in no files created - the file manager (explorer) does not pop up and therefore no filename or path can be given / chosen. DWF writer simple does not work.
Is there any way to get it working for "normal' users. In our domain structure I can not / must not give "normal" users admin privileges.
Local computers are running: Windows 7 Professional 64-bit
Network: Windows domain with AD

Is there a way around this problem? We have exactly the same issue.
