Hi Tim--
It sounds like what you need is Autodesk DWF Composer. With this product,
you can open multiple DWFs side-by-side, and then drag and drop DWF sheets
from one to the other. Once you have combined the sheets the way you want
them, simply save the new, composite DWF. Here's a link to more information
