DWF Publish bug? error setting plot scale

Using Civil Series 2004, attempting to publish mulit-page DWFs and think
I've discovered a potential bug (at least on my system). I have 3 layout
tabs, each configured to use the DWF6 eplot device and the scale set to
'custom'. When I attempt to publish, I get an error with each layout of
"error setting plot scale" and no dwf is created. I then changed each
layout to a preset scale from the dropdown list or to 'scaled to fit'. All
3 layouts published fine. As another test, I changed the 1st layout back to
a custom scale and tried publishing. This time, I received the same error
on the 1st layout, but the 2nd and 3rd layouts (with custom scales)
published. For some reason setting the 1st layout tab to a custom scale
doesn't work, it has to be set to a preset scale or scaled to fit.

Anyone else have this issue? I've also experimented with an existing
drawing with layout tabs configured to use a hp plotter (instead of DWF6)
and ran a test using a drawing consisting of a circle with multiple layouts.
Same results.

Only reason this is an issue is because I have many drawings with preset
layouts that I would simply like to open and publish into multi-page DWFs,
without screwing around with scales.
