DWF6 files locking off layer and views buttons

When I open a new style DWF file, with just one sheet however, I am losing
the layers and views options from the toolbar and also the shortcut menu.
This is not consistent and sometimes only the views are accessible but not
the layers.

I am using the most recent build, 3.1.0.78

Any ideas?

The drawing you're viewing was likely published without any layer or view
information.

Scott,

Layers button will be enabled only if there are any layers. Secondly, layers
would be in the DWF file provided
while publishing you had atleast one entity in the layer.

So is the case with views...............if you didn't have any views in the
DWG then the views button will be disabled
in the ExpressViewer.
