Send Wizard - Default to Email for Non-User

Why is it that when a Non-User is put into a TO FIELD Contstructware still defaults to sending them a NOTIFICATION MESSAGE versus an Email.

Why can't the system see that they are not a user and default them to an email.

This requires so many extra clicks for every message that I CC non users on.
