Is there a site I can download a building code
in pdf for free?

NYC has a site: http://www.nyc.gov/html/dob/html/code.html


If someone knows about any others let us know.

What building code?  I know that Florida's
Building code is online for free.  I don't know about others.

Yes there is and the resid. CD is about $55 and the commer. is about $150. Prices are from memory. Try calling Ineernational Code Council, Inc. At 703-931-4533. You might get a cheaper copy if you shop at a college bookstore.

Yes there is a IBC.  I don't think there code
is online for free.

Here in the states building codes differ from County to County and most counties
have them listed on their websites.

NC has adopted the IBC, but it is amended with NC
changes. A brand new code, but already with
amendments!!!!!

Yes, there is an international building code - and
it has been adopted by a large number of jurisdictions within the United States
and Canada.  Several of those jurisdictions have adopted the ICBO with
amendments, and others have adopted only parts of it.  There are also a
couple of editions of the ICBO, and the various jurisdictions all have their own
adoption schedule - so one area may be using the 1997 ICBO still, while many are
using the 2000 ICBO, and a few have already adopted the 2003 ICBO

 

So, which one do you need?

Some localities may have all or part of their
particular local code online, or a checklist of local inspection requirements)
but I am pretty certain that NONE of the national "model" codes like the
International Building Codes BC (and its predecessors the SBC, UBC, etc.)
are available online, at least not legally.

 

I recall a couple of years ago, one or more of
the major standard code organizations had sued cities and/or states for putting
their locally amended versions of the code online. Just because a city/state
decides to adopt a model code, and even amend it, does not give them the
copyright or ownership of the code, or the right to distribute it or make it
available for free. If a locally amended code is online, it may be illegal, and
in any case it probably doesn't apply in your jurisdiction.

 

You have to buy the code books or PDF's from the
organization that publishes them. Many people dont understand, the codes
are NOT in the public domain. They don't belong to the government or to the
public, even if they have been adopted by a locality and have the force of law.
They are copyrighted works which belong to the code issuing
organization.

No simple answer.  I bought the 2000 edition,
electronic version (context searchable) of the IRC & IBC through
href="http://www.iccsafe.org">www.iccsafe.org
.  Another good resource
is the printed code "commentary" which includes the code, plus a layman's
translation.

 

First: verify what code is in play from your local
building dept.  Some jurisdictions use legacy SBCCI, BOCA, ICBO, others
have adopted 2000 or 2003 version of new IBC, IRC while others are looking at
NFPA's building code - while many use hybrid (IBC+local amendments). 
Basically the whole "single code" idea has gone to pot, because everybody has to
justify their own existence by tacking their own stiplulations, exceptions,
additions, etc.
