Sure. Create the Workspace in the Enterprise CUI. Make sure each user has their
own personal CUI as the Main CUI. Have each user load up the Enterprise
Workspace, and simply save it under a different name. Because of the CUI
architecture, it will get written to the User's Main CUI.

You cannot have an Enteprise CUI and a User CUI in effect at the same time. It's
either one or the other, so simply provide a template Enteprise CUI that people
can use to create their own. Changes to the Enterprise Workspace will mean that
people will have to restore that CUI and resave a new copy of it to their own
(losing any workspace changes they have made).
Remember that a Workspace is not the same as the CUI; you can edit the
Enterprise menus, toolbars, etc at will, and they will be available to all
users immediately. All a Workspace does is modify what menus/palettes/toolbars
are visible at one time. The toughest thing in a Workspace is to manage your
pulldown menu order (not the contents of the menus themselves). If you solidify
your pulldown menu order at the start, there's really no reason to worry about
distributing new Workspaces.
