Tag Default Values Stuck?

Can't figure out what is happening with the attached file - the titleblock came from our customer and we can't modify it - the file came from an engineering supplier of purchased equipment on our machine. I can delete what was sent in and insert the titleblock again, but I can't reproduce what is on this file. The default tag values show up as well as the information that was filled in where it was known. Is there a system variable at work here?

The overall title block "STOCKLIST-B" has a nested block "DCXHTB-E", which has a nested block "DCXHATT-D" which has duplicate attributes (and other info and linework). Due to the nesting, you can't edit the attributes in the "DCXHATT-D" block.

Explode the title block "STOCKLIST-B" , then issue the Move command, and pick the work Chrysler to find the nested block "DCXHTB-E". Note you can't edit it's information; explode it to find the duplicate set of attributes in the separate block "DCXHATT-D", which you can now edit since it is a top level block...
