Modify Drawing Codepage Utility not working?

Has anyone used this lately? It is an error from pre-Unicode days when open Japanese (or other languages) in the English Version. It shows up as Gibberish English characters (I don't read or speak Japanese but it is even Gibberish to the translator who is having the problem) this is suppose to convert it and fix the problem. When i tried to run it, doesn't seem to do anything and says 0 files fixed. I try to open the file and it is still broken, in both the English and Japanese Versions. But if I go old School and open it in an old English 2006 it works and fixes the file. The problem is that commuter is an antique and going to die soon. On top of that I think Tech it is a LC Violation because it is more than 3 releases back. So I need another way of fixing the files or someone to explain how to use it better....
