As Tracy says, they tried this one year and it bombed. Attendance was poor,
instructors didn't teach at all of them, vendors were scarce. Then the next
year they said, let's try Vegas. It was the first AU that sold-out. That's
all it took for the bean counters to decide that Vegas was the choice.
Generally Vegas is cheaper to get to and stay in than most other major
cities (at least for the companies sending attendees, you're gambling money
pays for the discounts). Regardless of the city, the mojority of the cost
goes to the conference itself, so having it closer to you doesn't
necessarily make it cheaper. So Vegas it is...
