What country, I sometimes do office layouts, and so far havnt come a cropper with any regs, I allow 1m min for access ways (access being defined as anywhere more than one person will pass through, try to leave 1m everywhere, but will drop below to about 800 for single user access), Push back I use whatever feels comfortable, trying to match up with standard unit widths so as to avoid unsightly gaps, ie I push the gap out a bit to the next unit width rather than closing too far. What the UK regs reccomend I am not too sure, but the 1m thing is a fixed access width AFAIK.

I have had a quick search, and found some sites:-
http://www.norfolkfireservice.gov.uk/fire_safety/regulation/index.html
might be a good start, though my company firewall blocked me from that one, maybe a google search on fire regulations might pull up something. Otherwise I have my fire officer trying to find a site for me, and I will get back to you as soon as he gets back to me.
Another point to consider is the minimum space allowance for each person (H&S Regs ), its not been an issue when I have laid out spaces.
As I said before the one metre rule is a pretty good yardstick, my trick is to place a 1m circle on the drawing then walk it through any spaces that look tight, if the circle can get through, you have your clearance.

For those of you in the US, here's an updated version of the ADA guidelines
(updated 2004):
