I was trying to turn of the 'Unreconciled Layers' message and discovered the LAYEREVAL and LAYERNOTIFY variables. However, they don't show up in the Express tools system variable editor. Why is that.

Because that list is not updated as part of a new AutoCAD
version (remember ET are not supported)
Keep in mind that LAYEREVAL and LAYERNOTIFY are saved in the
drawing, so if you want them disabled, start by setting them
to 0 in your template drawing(s).
