There is a whole process of design change forms and procedures. You can
create a huge paper trail of forms associated with your drawings. A former
acquaintance of mine worked for a company that used no fewer than FIVE forms
for EACH change! All paper clipped to the drawing!
There is a lot of software out there for tracking changes, also. I believe
AutoDesk WorkCenter is one product.
Basically, establish your information needs, make a form, and REQUIRE that
the engineers and architects follow your system. You will get more
cooperation if you ask for their input and make them believe they are
running the show.
