It's very useful. Here's how it works.
You save a PERFECT drawing as your standard file to compare any other
drawings to. It gets a new extension *.DWS. Then you open your drawing and
then associate a standard (*.DWS) with that drawing. Then run it. It looks
at four modules, Textstyle, Linetypes, Layers and Dimensions. It stops at
each discrepency within the drawing that doesn't match up to the content of
the standard file it's being compared to and allows you to select an option
to fix/replace it with.
It will also automatically fix some errors, but I believe the dimension
style names, or linetype names must be identical in both the checked file
and the standard file. Not too useful (imho) unless you want to rename your
dimstyles first in the offending file to match what you can expect in the
standard.
I kind of liken it to Layer Translator for much more than layers. Once a
standard is associated to that file, you can run it at anytime for
comparison, or even associate multiple standards to check against.
If you want to, you can also run it in batch mode, but it won't fix files
then, only identify the offending files and why they don't match up to the
standard. You get a real neato XML output. Great way to hammer your CAD crew
and see how everyone's doing with layer names, etc.
