Will people using Volo View 3 be able to locate and open files that are in
the vault? I'm just learning how this all works. We have a couple non
department people that would want to occasionally pull up files (idw, maybe
occasionally actual ipt parts) to print or measure. I was under the
impression that this isn't a problem with the previous part sharing schemes,
but will this work with the new vault program?

The best way to accomplish this is to have then use vault explorer with VV
and simply double click the file - this will view it with VV. However I am
guessing that these people you are referring to don't have an AIS license.
Unfortunately we don't offer a stand alone version of our vault client right
now, but will some time in the future.
What some people are doing as a work around is to copy out the relevant
files to a standard windows directory. This doesn't mean the whole vault or
every version, but just the "released" files or whatever is needed by the
other people.
Hope this helps,

Phil,
I'd recommend that you also try our free Autodesk Express Viewer. It is
currently 2D only, very lightweight with full fidelity plotting.
URL for download is:
