How do you activate an event onclose before the vault check in?

You probably mean Document.OnClose even provided by Inventor. This question should be asked on different forum - this one is focused on Vault API.
If you want to intercept a Vault check-in process the I suggest to have look at Vault events, such as DocumentService.CheckinFileEvents. As a developer you can subscribe to those events and get notification from Vault when corresponding action is executed.
