Please explain, what does "forum service" stand for. And how to use it.

It's only used for Change Orders. They allow "forum style" comments, where people can respond to other people's comments. If you call GetChangeOrderGroupByChangeOrderId, one of the properties on the return object is a ForumId. You can then use that ID in the Forum service to get the entire conversation history on the Change Order.
