what is linework?

I am preparing an AutoCAD sketch plan to submit to a gov't Plan Confirmation Service. I am using AutoCAD 2008 Lt. to prepare the sketch. When I tried to submit the sketch, the system advises me that the following deficiencies exist:
Layer 9-Property and R/W Linework-missing features on level
Layer 10-Text for Linework-missing features on level
Layer 17-ATS (Section) Linework-missing level in plan
Layer 28-Linework for Disposition Boundary-missing level in plan
Layer 40-Surface Activity Code Text-missing level in plan
The sketch is very simple – a section of land w/a boundary proposed for development. What research I've done online so far indicates that I may need to upgrade my system (?) to perform this function (Autodesk Survey to automate linework, or microstation, etc.).
I'm a little lost. I assume the "missing features" feedback indicates I just don't have the correct system (ie. Autodesk Survey?) and the "missing levels in plan" tells me I need to somehow download some township controls (?) from the ATS (as ATS I believe refers to the Alberta Township System) so that the disposition boundary of the proposed development that I've drawn on the map sketch will be synchronized with the township system controls (?).
The sketch, however, does appear to have all these elements identified as deficiencies (though I must admit I don’t know what the Surface Activity Code Text is). Do I need to upgrade my AutoCAD or buy a new system? What is meant by linework in this instance?

first check you layering standards against the municipalities. that might be it. are you familiar with drawing survey/site plans? was the subject parcel surveyed? is it tied to recorded control? are your contours on the proper layer? all you should be turning in is a preliminary site plan, right? did they give you a printed redline? a plan is a plan, can be drawn by hand or cad. might not be the software.
