CFDesign v10 - cfdlic.exe crashing when creating new file from .x_t

I have a user that is trying to use CFDesign v10 and when he tries to create new the program crashes and displays the error: cfdlic.exe stopped working with the only option is to close the program.
We tried reinstalling the program, for the license option we use a floating license he has saved on his desktop. the program will start up but still crashes when creating a file. The OS is: Windows 7 Professional 64 bit
Any ideas as to why cfdlic.exe stops?
